Defining the Human Resources mission is a very important point, as it enables the HR Director to put values into words and thus structure his vision. By setting out the mission statement, the HR organisation will be able to decide on the direction it needs to take to achieve the company's HR objectives.
 
Policies will then have to be drawn up to dictate how these resources are acquired, used and disposed of. These will serve as a frame of reference for the procedures and methods to be used in carrying out the planned activities. These policies should be supported by a business plan and monitored by a scorecard.
